How you want to work with ToBePolo

Choose a path: the form only asks what that path needs.

  • What happens next

    1. We send you the letter of intent; the municipality approves it with a resolution of its executive (Giunta).
    2. The municipality’s page goes online in the “Municipalities and public bodies” section, with the story of the area and the experiences that can be booked.
    3. If you wish, you then choose a programme: we send you the quote and the sheet for the offices.
  • What happens next

    1. A call with the contact person, then a quote addressed to the institution.
    2. The institution adopts the award decision and obtains the CIG. Below €5,000 there is no obligation to use the electronic marketplace; from €5,000 the award goes through a certified e-procurement platform: MePA, Sintel or the one the municipality already uses.
    3. We start: a kick-off meeting, then reports with the area’s figures.
  • What happens next

    1. We read the call together: who can be a beneficiary and what can be funded.
    2. We write the part of the project on crafts, experiences and the area.
    3. If the project is funded, the institution awards the services under procurement law and the call’s rules.
  • What happens next

    1. A meeting with the lead institution and, if needed, the other municipalities.
    2. A quote for the network, with each municipality’s share if the agreement provides for it.
    3. The lead institution awards the services; we start in every municipality of the network.
  • What happens next

    1. We prepare the patronage application under the institution’s rules.
    2. The institution decides by its own act, as its rules provide.
    3. The coat of arms is used for that initiative, within the limits of the patronage act.
  • What happens next

    1. We read your request.
    2. We reply by email or phone.
    3. If useful, we set up a meeting.

This is not an order: after a short call we send the institution a quote and a sheet for the award decision.

How we work together

  1. Request and call

You send the request from this page; we call you to understand the area, goals and timing.

  2. Quote and award sheet

A quote addressed to the institution, with subject, amount, duration, services and indicators, to reuse in the award decision.

  3. Award decision, CIG and platform

The head of office adopts the award decision and obtains the CIG. Below €5,000 there is no obligation to use the electronic marketplace; from €5,000 the award goes through a certified e-procurement platform: MePA, Sintel or the one the municipality already uses. The contract can also be concluded by letter, via certified email (PEC).

  4. Kick-off and calendar

Kick-off meeting with the municipality’s contact person and the staff who look after tourism and culture: the year’s calendar and the first crafts.

  5. Reports with indicators

Crafts signed up and experiences published, bookings and participants, visits to the municipality’s page, results of the campaign and of the Crafts Days. We do not promise a number of tourists: we measure the work and hand you the figures.

Questions from the offices

How can you award us the service?

By direct award (Legislative Decree 36/2023, art. 50(1)(b)): all programmes and services cost less than €140,000. Below €5,000, that is for the Start programme and the à la carte services, the award decision and the CIG are enough: there is no obligation to use the electronic marketplace. From €5,000, that is for the Territory and Destination programmes, it is still a direct award but goes through a certified e-procurement platform: MePA, Sintel or the one the municipality already uses (Law 296/2006, art. 1(450)).

Who obtains the CIG?

Your office: through the platform it already uses or, below €5,000, through the web interface of ANAC’s public contracts platform. We put the CIG on the invoice and on every payment.

What do we need for the award decision?

With the quote we send a sheet with subject, amount, duration, services and indicators. The decision to contract (art. 17) and the appointment of the RUP (art. 15) remain your acts.

Which documents do you provide?

Self-declaration on requirements (arts. 94-98), DURC, the dedicated account notice (Law 136/2010), the ESPD if the platform asks for it, the privacy notice and, if we process data on your behalf, the GDPR art. 28 agreement.

Does the programme renew by itself?

No. Each programme lasts twelve months and ends. For the following year the municipality decides again, with the reports in hand. Below €5,000 the same supplier can be awarded again; from €5,000 the municipality gives reasons for the choice, as art. 49 of Legislative Decree 36/2023 requires: the reports are there for this too.

Can several municipalities buy together?

Yes: through a union of municipalities, or a lead municipality under an agreement (art. 30 TUEL). The quote is made for the network; we help you set up the split.

Do you help with EU or regional calls?

We point out suitable calls and describe what we can do as technical supplier. Ownership of the project and the choice of suppliers stay with you, under the call’s rules. We do not promise funding.

How does patronage of an event work?

It is free and each municipality regulates it with its own rules. We ask for it for a crafts day or a specific initiative in the area, in advance, and use the coat of arms only within the limits of the patronage act.

Does free membership commit us to buy?

No. Membership and patronage are free and do not commit the municipality to buy anything. To join, the municipality signs a letter of intent, with a resolution of its executive (Giunta): no cost and no obligation. The municipality’s page goes online in the “Municipalities and public bodies” section.

Which resources pay for a programme?

The programme is current expenditure in the municipal budget: tourism, culture, trade and local businesses, youth or social policies, depending on the goal the municipality gives it. Where a tourist tax applies, the law also assigns its revenue to tourism measures (Legislative Decree 23/2011, art. 4): a programme of experiences and promotion can fall within them, at the municipality’s discretion. The 2027-2029 budget is written between October and December 2026: if the item goes in now, the municipality can award in January.
